The Quinta Vergara Park of Chile is beautifully landscaped. It is called "Garden City" and you can enter it from the south end of Libertad (otherwise known as Eduardo Grove). The park belonged to one of the prominent families of the city, the Alvares-Vergaras.
There is an ampitheatre at Quinta Vergara, where there often are concerts and other types of events. The Vina Del Mar festival is held at this park.
